兵庫県初のPFI事業による複合健康増進施設として計画された。夏期以外はアイススケート場として使われるメインアリーナのほか、50mプール、25mプール、トレーニングルーム、フィットネススタジオ等の他、屋外にフットサルコート、グラウンドゴルフ場、レジャープールなどの多様なプログラムを有したスポーツ集客施設である。
As the first PFI operation in Hyogo Prefecture, this was designed to be a total health promotion facility. The space offers a variety of facilities, including a main arena that is used as an ice skating rink in all seasons but the summer, a 50-meter pool, 25-meter pool, training room, fitness studio, outdoor futsal court, ground golf course, and leisure pool.
